Are Airguns Legal in Estonia?
Yes, with conditions.
Generally legal, but with real rules to follow, usually age verification and, in some places, a low-power threshold.
Tier 3: Moderate
Threshold-based licensing: a permit-free band for low-power airguns, with a licence required above it.

The rules in detail
Classification
Threshold-based
Calibre-based: pneumatic weapons of 4.5 mm or less are 'unrestricted civilian' weapons. They need no permit, but only people 18+ may acquire, possess, carry or transport them (Weapons Act §18(1)2, §18(4)). Pneumatic weapons over 4.5 mm are 'restricted' (§19(1)2) and need an acquisition permit and weapons permit, age 18+, and membership of a club for the sport (§29(1)1, §29(2¹)).
Age rule
18+
18+ for any pneumatic weapon (Weapons Act §18(4), §29(1)1). Someone aged 10+ who practises the sport may possess, carry and transport ≤4.5 mm pneumatic guns (§18(5)). Over 4.5 mm also requires sports-club membership.

Visitor procedure
Pneumatic guns of 4.5 mm calibre or less are unrestricted weapons: the Weapons Act's permit, registration and import rules do not apply, only its age limits (18+ to acquire or own; a person aged 10+ practising the sport may use and carry one) (§18(1)-(5)). Over 4.5 mm, the gun is a restricted weapon needing an acquisition permit and registration (§19), sports-club membership for sport use (§29(2^1)) and a special permit to bring it into Estonia (§60).
