Are Airguns Legal in Ghana?
Yes, but heavily regulated.
Legal in principle, but the compliance burden is high, often with firearm-grade steps for the airguns most people want.

The rules in detail
Classification
Unclear
Arms and Ammunition Act, 1962 (Act 118) and Arms and Ammunition Decree, 1972 (NRCD 9): the statutory definition of "firearms" expressly includes "any air gun, air rifle, or air pistol". Air rifles and air pistols are therefore licensed firearms, controlled like powder guns for possession, import, export and dealing.
Age rule
18+
18+. The National Commission on Small Arms and Light Weapons states a firearm holder must be 18 or over, physically fit, of good character and without a criminal record.
Possession
Licence required
Airguns are firearms, so possession needs a police licence to bear arms. The applicant applies at the Firearm Licensing Office, passes background vetting, receives a six-month purchase permit, buys only from a licensed dealer, then licenses the gun with the police; the licence is renewed every year.
Transfer / sale
Variable
Import/export of arms and ammunition requires prior consent/licensing. Dealer classes and import quantities are regulated.
Transport
Variable
Transport/carry should be treated as licence-controlled and documented. Avoid public carry/display.

Visitor procedure
Do not import an air rifle or air pistol without prior written consent from Ghanaian authorities. Ghana's arms law defines air guns, air rifles and air pistols as firearms, and arms import/export requires prior consent; dealers' import permits go to the Minister for the Interior.
