Airgun law · World
Are Airguns Legal in Iran?
Yes, but heavily regulated.
Legal in principle, but the compliance burden is high, often with firearm-grade steps for the airguns most people want.
Tier 2: Major Restrictions
Full firearms-licence regime for the airguns most enthusiasts would actually buy.

The rules in detail
Classification
Threshold-based
Law amending the Law on Penalties for Arms and Ammunition Smuggling (passed by the Majlis 12 Mar 2025, gazetted 28 Apr 2025), Art. 1 adding Notes 2–5 to Art. 2: PCP airguns above 40 J are unlawful weapons, treated as illegal hunting weapons. PCPs of 40 J and below are hunting weapons and can be licensed. The amendment does not address spring or gas-ram airguns.
Age rule
Unclear
Unresolved. PCPs of 40 J and under follow the hunting-weapon permit rules, and FARAJA has handled those permits since 23 Sep 2025. No airgun-specific minimum age found.
Possession
Variable
PCPs above 40 J: unlawful. Owners from before the law must hand them to the Ministry of Defence within three months of the implementing directive (Note 4) to avoid penalties, and are paid valuation if ownership was lawful. PCPs of 40 J and under: owners must apply for a hunting-weapon carry-and-keep permit in the same window, and surrender the gun (with compensation) if refused (Note 3).
Transfer / sale
Variable
Through authorised dealers working on FARAJA's system (from 23 Sep 2025), and only for PCPs of 40 J and under. Unlicensed sale or distribution of a hunting weapon, which includes any PCP above 40 J, carries 2–5 years' imprisonment (degree 5) plus a fine of 5–7× its value (Art. 5(b)). Online promotion or training is a separate offence (Art. 6, Note 1).
Transport
Variable
PCPs of 40 J and under: only under a hunting-weapon carry-and-keep permit (پروانه حمل و نگهداری) (2025 amendment, Note 3). PCPs above 40 J cannot be lawfully carried. The amendment does not address other airgun types.

Visitor procedure
Do not bring an airgun into Iran. Possessing an unlicensed PCP above 40 J carries degree-6 imprisonment (over 6 months up to 2 years) plus a fine of 3–5× its value (Art. 6(b)). Selling one carries 2–5 years (Art. 5(b)). Online promotion of weapons is itself an offence. An active black market on Telegram persists.
