Are Airguns Legal in Mongolia?
Yes, but heavily regulated.
Legal in principle, but the compliance burden is high, often with firearm-grade steps for the airguns most people want. Watch the restricted access rule in particular.
Tier 2: Major Restrictions
Full firearms-licence regime for the airguns most enthusiasts would actually buy.

The rules in detail
Classification
Unclear
Mongolia's Law on Firearms (revised 2015, as amended) controls firearms, bullets and 'devices and tools equivalent to firearms'. Art. 3.1.4 names the air gun as one of these equivalent devices. Only equivalent devices on the Government-approved list (Art. 5.5) may be owned, used or brought across the border (Art. 15.6).
Age rule
21+
21+ to import: under the Law on Firearms (2015, revised), Art. 19.4 lets a Mongolian citizen who meets Art. 9.1 (above 21, full legal capacity, no intentional crime with a firearm) import air guns and other devices equivalent to firearms. Art. 9.1 is also the firearm-ownership test. The law sets no separate age for owning an air gun, so treat 21+ as the working rule.
Possession
Restricted access
Foreign citizens and stateless persons are generally prohibited from owning, possessing, and using firearms in Mongolia unless the law provides otherwise. Devices/tools equivalent to firearms require police-controlled treatment.
Transfer / sale
Variable
Transfer and import are police-permit driven. Firearms imported for ownership cannot be sold/gifted for three years, and purchased items must be registered under the statutory process.
Transport
Variable
Public/intercity transport of firearms must follow the law's carrying/transport requirements. Equivalent devices should be treated similarly: documented, unloaded, and controlled by outfitter/police paperwork.
Authority
National statute
National firearms law administered by the central police authority and relevant ministries.

Visitor procedure
For sport, training, or hunting, a foreign citizen must submit a request to the central police authority identifying the weapon/device, quantity, serial number, import/export term, and border checkpoint. For hunting, border crossing by a foreign citizen is based on a hunting permit from the relevant authority.
