Airgun law · World
Are Airguns Legal in Uganda?
Yes, but heavily regulated.
Legal in principle, but the compliance burden is high, often with firearm-grade steps for the airguns most people want.
Tier 2: Major Restrictions
Full firearms-licence regime for the airguns most enthusiasts would actually buy.

- Any airgun able to injure is a firearm under the Firearms Act; there is no low-power exemption.
- Airport import risk is higher than domestic ownership uncertainty.
- Hunting legality depends on wildlife rules, not just firearms rules.
The rules in detail
Classification
Unclear
Firearms Act (Cap. 299): "firearm" means any barrelled weapon from which a missile capable of causing injury can be discharged, with no airgun carve-out; Part II licensing applies to all such firearms (s.23). Only airgun ammunition is excluded. Airguns able to injure are therefore firearms needing a firearm certificate.
Age rule
25+ / 30+
25+ for a firearm certificate (Firearms Act s.4); applies to airguns that meet the firearm definition.
Possession
Variable
Firearm certificate required (s.3–4) for any airgun capable of causing injury: good reason, competence, age 25+, safe custody. No low-power exemption in the Act; only airgun pellets are outside Part II.
Transfer / sale
Variable
Unresolved for airguns. Conventional firearm movement and sale are regulated; airgun commercial sale/import should be locally verified.
Transport
Variable
Unresolved for airguns. Treat as a controlled weapon in public; transport cased, unloaded, and only for lawful sporting or pest-control purpose.
Authority
Unclear
National firearms framework administered by Ugandan authorities, with wildlife/hunting separately governed by hunting and wildlife law.

Import & travel
Local & import notes
Visitor procedure
For hunting trips, use a licensed safari operator and obtain written import guidance before travel. Conventional firearm import permits are handled ahead of arrival and may involve government fees; do not assume airguns are exempt at the airport.
